We are very proud of our fantastic line up of speakers for the 2016 Event. We have some informative, fun and interesting presentations from key figures in the Education sector.

Our carefully selected seminar sessions have been designed to address the issues that are important to your institutions and our hand-picked key speakers are keen to share their wealth of valuable experiences and knowledge with you. Our hope is that you go away from our event having learned something new, so the seminar sessions cater to all levels of expertise. Although you are welcome to attend any session that is of interest to you, to help you get the most out of the them we have indicated which ones may be most relevant to particular sector areas.

Shirley Lewington VFM Services (UK) Ltd

Talk: Effective Contract Management: What Does it Look Like?

Shirley Lewington is a procurement professional with over 20 years experience in a succession of senior purchasing roles for blue chip organisations who established a purchasing and training consultancy, VFM Services (UK) Ltd in 2000. She works with blue chip and public sector organisations to develop professional purchasing teams who improve bottom line performance and service levels from their supply chains.

As a consultant Shirley has worked with a number of public and private sector clients to develop and deliver their procurement strategies as well as delivering training programmes to establish good practice procurement within large, devolved organisations. She developed and now delivers the Certificate in Contract Management for CIPFA, as well as delivering one- and two-day events which provide an overview of good practice and delivering benefits for organisation through effective contract management. She also delivers the material independently and seeks to upskill teams to ensure suppliers are held to account and deliver the benefits they promised, when bidding to win contracts.

Shirley is an Associate member of the Chartered Institute of Purchasing and Supply.

Charlotte Tanikal Eversheds LLP

Charlotte has been involved in a number of projects in these sectors over the past 10 years, having closed over 20 projects with a capital value of well over 1 billion, acting for both public and private sector. Charlotte is Principal Associate in our Real Estate Group and is a member of our dedicated national education team, who specialises in public sector real estate work with particular experience in the waste, health and education sectors. She acts for education clients in both the further education and higher education sectors on their general property portfolio management, development projects and student accommodation projects. Charlotte has expertise in drafting student tenancy agreements, from both a property and consumer law perspective, as well as the negotiation and agreement of development agreements, management agreements and nominations agreements for both FE and HE sector clients.

Morag Roddick Eversheds LLP

Morag is a principal associate in our company commercial team and a member of the education sector group. Morag provides corporate and commercial advice to the education sector and has expertise in M&A projects, joint venture arrangements, academy projects, group structures, constitutional and governance matters, charity law and general contracting matters.

Morag regularly advises on all types of academy projects including academy conversions, academy transfers and academy sponsorship. She has advised on the establishment (and closure) of free schools and university technical colleges and has also recently advised a number of academy sponsors on group structures for federated academies and is a regular speaker at academy seminars and conferences.

Morag has experience of advising colleges on group structures and shared services, on collaborative agreements between Universities and private education providers (acting for both Universities and the private providers) and regularly provides directors duties and governance advice and training to academy companies and other corporates.

Simon Chamberlain Eversheds LLP

Simon is head of our estates education team. He leads a large team of solicitors providing advice on all property related matters to educational institutions. He has worked at Eversheds, where he trained, for 22 years and has been a partner since 2003.

Simon is ranked as a leading lawyer in the latest editions of both Chambers and Legal 500 described as “technically strong and sees the commercial drives of a transaction”. He has extensive experience of development and estates management work in the education sector. He has advised on over a 100 capital schemes in the sector worth well over £2bn. He particularly specialises in drafting, negotiating and advising on development agreements, procurement strategies, building contracts, security documents, consultants’ appointments, warranties and partnering documents and ensuring they properly interface with funding agreements. He also advises clients on strategies for resolving construction disputes whether by litigation, arbitration, adjudication, mediation or other forms of ADR.

Simon holds a Masters degree in Construction Law and Arbitration from Leeds Metropolitan University with a distinction. He has spoken at education sector conferences and delivers bespoke training sessions on estates matters. He is also an Associate of the Chartered Institute of Arbitrators.

A member of the Chartered Institute of Purchasing and Supply, Darren has been working within the Further Education sector for the past 23 years. Working at both Oldham College and Preston’s College in finance and procurement roles, prior to joining Tenet Education Services in 2009.

Since joining Tenet, Darren has become a director with nationwide responsibility for the successful delivery of on-site procurement services at 37 colleges and 3 multi-academy trusts, consisting of 16 schools.

Darren has been actively involved in innovative procurement exercises during his procurement career including leading on the first collaborative IT tender in the sector back in 2008, which received recognition at the Civil Awards 2008 and was used to assist the FE Procurement Improvement Project to win an award for Best Procurement Initiative. Since then Darren has provided advice and guidance to colleagues and customers of Tenet on many collaboration projects resulting in significant cost savings being achieved.

Jenny Radcliffe The People Hacker

Talk: People Hacking in Procurement : Understanding and Prevention

Jenny Radcliffe - aka “The People Hacker” - is a force to be reckoned with. She can diffuse a crisis situation, talk her way into a secure building and spot a psychopath at a hundred paces. She has been called a mind reader and a ‘human lie detector’, and likened to a Jedi Knight.

In reality, she is an expert in Social Engineering (the human element of security), negotiations, non-verbal communication and deception, using her skills to help clients from corporations and law enforcement, to poker players, politicians and the security industry.

Jenny speaks, consults and trains people in the skills of “people hacking” and explains how “Social Engineering” using psychological methods can be a huge threat to organisations of all sizes. She reveals how that same knowledge is a valuable tool for security professionals of all types in the prevention of these attacks, scams and cons of all kinds.

Using a mixture of scams, psychological tactics, advanced profiling and non verbal communication skills, Jenny highlights how criminals, special interest groups and others with mal-intent, can talk or trick their way into gaining access to personnel, buildings and confidential information.

Using a blend of anecdotes, science and humour, Jenny is an exceptional and highly impactful speaker. A regular keynote at major security events (Infosec, Rant, DISA, Nordic IT Security, ICS2, Trend Micro, Cisco, NTT, Bright talk, Cyber Security Week) and multiple TEDx contributor, Jenny has been a guest expert on security, scams and social engineering for various television and radio shows including Rip-Off Britain in September 2015.

Richard Murphy The Energy Consortium

Talk: Collaborative Energy Buying for FE Colleges

Leading a team of 13 energy and procurement professionals at TEC, Richard has a wealth of experience from both supplier and buyer sides of the energy market. In over 25 years in the energy sector he has worked in many areas of including strategy and regulation, purchasing, and management.

Between 2008 and 2011 Richard established and ran flexible energy trading and procurement frameworks at Crown Commercial Services where he and his team secured forward energy and significant savings on the largest single energy portfolio in the UK market buying up to £20 million of energy per day for supply over a 3 year period. As a direct result of his input, many features were added to frameworks provided by CCS for the first time, including the ability to buy electricity direct from generators.

Whilst working for 8 years in the energy supply sector Richard was a key member of a team which introduced the first flexible purchasing contracts for gas as long ago as 1998. Richard has also worked extensively in the private sector for businesses successfully providing energy solutions to a large and varied client base, including bureau services, software and data systems and innovative procurement solutions to consortia.

Jack Salter Department For Education

Talk: EU Regulations- The latest Developments as they affect Academies and schools

Jack has for the last 6 years led the Commercial Policy team in the Department for Education, providing procurement advice and guidance within the Department and wider education sector and representing the Department there are proposed changes to legislation affecting procurement in schools.

A former industry buyer, he moved to the public sector over 30 years ago and has worked for a range of public sector procurement authorities.

Jack has been involved in the drafting of many of the iterations of the Public Procurement Regulations, and has produced innovative procedures to apply these Regulations to deliver better outcomes.

Richard has 9 years background demonstrating, promoting and training the In-tend system internally and also externally Nationwide to various UL public sector bodies. Richard currently manages a team of 5 staff in the UK Sales Team and was responsible for the creation of the FE colleges databases and the CPC In-tend system offering. Richard is well versed in the field of Pulic Sector Procurement along with the current needs for e-Tendering, e-evaluation, Contracts Management and Supplier Management. Richard is also one of In-tend’s leading members of staff on system knowledge, presentation of the system and Project Management of larger Shared Services or collaborative portals.

Richard Hudson has worked for YPO for approximately four years leading the Energy Team. Based in the Procurement Services Team, the Energy Category has expanded, not only in terms of the number of customers supported but also by offering customers a larger amount of frameworks, not only in the supply of various forms of energy but also in a range of Products and solutions to help manage and control energy costs. Current customers consist of schools and academies, FE & HE, Local authorities and Blue Light Services along with a variety of charitable organisations.

Richard started his career in the oil industry before leaving to join a local authority supplies organisation, with responsibility for Procurement and Distribution. In 2007 moved to Hull College as the Procurement Manager.

Noel Cassidy Cambridge Regional College

Noel is in charge of procurement Cambridge Regional College and has worked in the further education sector for nearly nine years. prior to this he worked in procurement for both the NHS and the private sector.

He is deputy chair of the Procurement Advisory Group (PAG) and represents PAG on the Crescent Purchasing Consortium Board.

Jimmy Brannigan NETpositive Future Limited

Has delivered sustainable procurement training and guidance to organisations such as BITC, SKY, AVIVA, BAA, Multiplex as well as every Local Authority in North Yorkshire.

Jimmy has also developed and delivered for the global CSR training programme One Planet Leaders (6 month programme per cohort), which he delivered for WWF International for 5 years to over 100 Global Corporations in Nepal, Brazil, Switzerland and many other places. He is also the developer of the NETpositive sustainability model hailed as a ground-breaking transformational approach to sustainability.

Florence has worked in procurement over 30 years first on the ‘buyer-side’ in health and higher education. She was Head of Purchasing of Queens University Belfast and led a number of UK higher education procurement initiatives. She left Queen’s in 2004 to work as a procurement consultant and in 2006 set up her company FIGPC ltd.

Florence has worked with leading public sector organisations throughout the UK and Ireland including Northern Ireland central procurement Directorate and Irelands office of Government Procurement, specialising in the education sector. When working to support clients’ procurement activities, she ensures that skills transfer is central to that work.

Florence is a very experienced trainer specialising in public sector procurement and her practical style makes some quite ‘heavy’ subjects engaging.

Pat is a CIPS qualified professional with over 30 years procurement experience, 23 of which have been spent in further education. Pat chairs the National Procurement Advisory Group within FE and is a board member of CPC.

Pat has worked with DfE, NAO, AOC and others to promote best practice procurement within education and the wider public sector. In 2012 Pat was awarded Fellowship of the Chartered Institute of Procurement and Supply and continues to work with sector bodies to improve value for money for all who choose to study in an FE College.
